Comprehensive medical insurance: the insurance item of two national scholarships

Comprehensive medical insurance is an insurance item that scholarship texts list as covered for recipients. Article 40 of Order No. 42 also places an insurance requirement on international students. Item 4 of section III of the Application Guide for Chinese Government Scholarship gives two per-person amounts, and Appendix 1 of the Application Guidelines for International Chinese Language Teachers Scholarship 2025 gives three amounts by length of study. Definition

In a scholarship text, the term names a coverage item that the scholarship pays for. In Order No. 42, the general rule is Article 40, which concerns the insurance that international students must buy. The English term follows the wording printed in the scholarship texts.

What the official text says

Chinese Government Scholarship

Section III, item 4 of the Application Guide for Chinese Government Scholarship, published by the China Scholarship Council (Campus China), lists comprehensive medical insurance as a coverage item with two amounts:

Section III, item 4 does not state who buys the insurance.

International Chinese Language Teachers Scholarship 2025

The opening sentence of Appendix 1 of the Application Guidelines for International Chinese Language Teachers Scholarship 2025, published by the Center for Language Education and Cooperation (CLEC), lists comprehensive medical insurance among the items the scholarship supports. The same sentence excludes four-week study program students from the living allowance. It does not exclude them from comprehensive medical insurance.

Item 4 of Appendix 1 says the Host Institutions purchase the insurance in accordance with applicable regulations on overseas students stipulated by the Ministry of Education of China. It sets these premiums:

Study programme Insurance premium stated
Four-week study program RMB 100 per person
One-semester study program RMB 400 per person
Studying for more than one year RMB 800 per person per year

These amounts belong to the 2025 cycle of this scholarship, whose programmes started between July 2025 and March 2026.

Order No. 42

Article 40 of the Measures for the Administration of Schools Recruiting and Educating International Students (Order No. 42 of the Ministry of Education, the Ministry of Foreign Affairs and the Ministry of Public Security) sets the general insurance rule. The English below is this site's translation of the Chinese text.

  1. The school implements an insurance system for all international students. International students must buy insurance as required by national rules and school requirements.
  2. A student who has not bought insurance as required shall be given a time limit to buy it.
  3. A student who still has not bought insurance by that deadline shall not be admitted by the school.
  4. For a student already studying at the school, the school shall make the student withdraw or shall not register the student.

Article 40 gives no premium amount.
