The embassy's remark in item 2 reads: "For foreign elementary, junior/senior high school students who reside in China for family reunion purpose, application for X1 visa is not compulsory." This is the embassy's statement, in the document named above.
Order No. 42, Article 2
Measures for the Administration of Schools Recruiting and Educating International Students (Order No. 42, issued by the Ministry of Education, the Ministry of Foreign Affairs and the Ministry of Public Security) is published by the Ministry of Education of the PRC. - Article 2 defines a school as one in mainland China that provides preschool, primary, secondary or higher education.
- Article 2 defines an international student as a foreign student who does not hold Chinese nationality under the Nationality Law of the PRC and who receives education at a school.
- Article 2 states that Chapters 2 to 5 of the Measures apply to higher education institutions.
- Article 2 states that schools providing preschool, primary and secondary education carry out their recruitment, teaching and on-campus management of international students in accordance with the provisions of the provinces, autonomous regions and municipalities.
Article 2 does not mention the Confirmation Form for Elementary Stage Students.
