Local government and school scholarships are scholarships for international students. Article 32 of Order No. 42 encourages local people's governments to set them up, and Article 34 allows higher education institutions to set them up. Order No. 42 is the Measures for the Administration of Schools Recruiting and Educating International Students, issued by the Ministry of Education, the Ministry of Foreign Affairs and the Ministry of Public Security.

Order No. 42, Article 32

The State sets up Chinese Government Scholarships (中国政府奖学金) for international students in higher education. It encourages local people's governments to set up international student scholarships. The administrative measures for Chinese Government Scholarships shall be formulated by the relevant administrative departments of the State Council.

Order No. 42, Article 34

Higher education institutions may set up scholarships for international students. Enterprises and public institutions, social organisations and other social bodies, and individuals are encouraged to set up scholarships for international students, but may not attach unreasonable conditions.

Quality Standards for the Higher Education of International Students in China (Trial), section 2.4

Section 2.4 is addressed to higher education institutions. When a higher education institution runs any scholarship programme for international students, it shall formulate clear scholarship assessment standards and procedures under national rules and scholarship funding policies. It shall assess scholarships in a standardised, objective and impartial way, on the principle of selecting the best according to academic performance and conduct. It shall publish the assessment results and accept supervision.

Quality Standards for the Higher Education of International Students in China (Trial), section 13.1

Higher education institutions shall formulate scholarship management systems for international students under national rules. They shall use scholarship funds on the principles of standardisation, reasonableness and efficiency. They shall give attention to the incentive and value-guiding role of scholarships. They shall strictly apply academic and conduct requirements to scholarship recipients, and establish a regular review and dynamic adjustment mechanism.
