A certificate of no criminal record is a police document that applicants must submit with their Chinese Government Scholarship application. Item 13 of section VI of the Application Guide for Chinese Government Scholarship lists it as one of the application documents and names the local public security authority as its issuer. Definition
A certificate of no criminal record is a document issued by the local public security authority. The Chinese Government Scholarship application guide, section VI, item 13, uses the English term "Certificate of Non-Criminal Record" and gives "Police Clearance Certificate" as an alternative name.
What the official text says
Section VI, item 13 of the Application Guide for Chinese Government Scholarship reads:
"An applicant shall submit a valid Certificate of Non-Criminal Record (or Police Clearance Certificate) issued by the local public security (such as the police station), usually issued within six months prior to the submission date of the application."
