Proof of financial support: the guarantee a university examines before admission

Proof of financial guarantee (经济保证证明) is the term Article 12 of Order No. 42 uses for the financial document that a university reviews for each foreign citizen applying for admission. Order No. 42 is the Measures for the Administration of Schools Recruiting and Educating International Students, issued by the Ministry of Education, the Ministry of Foreign Affairs and the Ministry of Public Security. Definition

The term appears in Article 12 of Order No. 42 and in section 2.6 of the Quality Standards for the Higher Education of International Students in China (Trial). Section 2.6 is titled 经济保证审核 (financial guarantee review). The Quality Standards are trial standards issued by Ministry of Education notice 教外〔2018〕50号. What the official text says

Order No. 42, Article 12. Article 12 states that higher education institutions shall review the admission eligibility and the proof of financial guarantee of foreign citizens who apply, and shall conduct an examination or assessment of them. It states that admission of international students is decided by the school. It states that a school may not admit applicants who do not meet the admission conditions. Article 12 sets no amount for the guarantee.

Quality Standards, section 2.6. Section 2.6 states that higher education institutions shall set the financial guarantee standard for international students applying for admission. The standard is to be set on the basis of tuition and accommodation fee standards and the general living cost level of the locality. It is to follow the principle of fully guaranteeing reasonable expenses for study, living and international travel. Where the education authority of the local government has issued guiding standards, the institution shall follow the corresponding guiding standards. Section 2.6 states that institutions shall require applicants to provide a proof of financial guarantee that meets the standard. It states that institutions shall review that proof on the principle of prudence and due diligence. Section 2.6 sets no amount.
