Admissions brochure: the document each university must publish for international students

An admissions brochure (招生简章) is the document a university formulates and publishes for its international student admissions. It sets out the conditions and procedures on which the university admits international students. The definition comes from Article 11 of the Measures for the Administration of Schools Recruiting and Educating International Students (Order No. 42 of the Ministry of Education, the Ministry of Foreign Affairs and the Ministry of Public Security). Definition

Article 11 of Order No. 42 provides that a university formulates and publishes its own admissions brochure for international students in accordance with national admissions rules. The university admits international students under the conditions and procedures set out in that brochure. The English wording in this entry is this site's translation of the Chinese text.

What the official text says

Article 14: fees and refund rules

Under Article 14 of Order No. 42, fee items and fee standards for international students follow the relevant national rules. Universities shall publish the fee items, the fee standards, and the refund rules for withdrawal and transfer. Fees and refunds are priced in RMB.

Article 23: information made public

Under Article 23 of Order No. 42, universities shall make public to international students the basic information about the school, its teaching, the admissions brochure, and the system for managing and serving international students. The purpose stated is to make it convenient for international students to obtain information.

Section 2.1 of the 2018 Quality Standards

The Quality Standards for the Higher Education of International Students in China (Trial), issued by Ministry of Education notice 教外〔2018〕50号, are addressed to higher education institutions. Section 2.1 (admission information and consultation) provides that a university shall use internet and other information technology to provide accurate and comprehensive admission information. The admission information a university provides shall include at least:

  • basic information about the school, such as the city and the school's conditions for running its programmes;
  • programme information, such as academic level, training objectives, length of study, degree awarded, and rules on transfer and change of major;
  • admission procedures and requirements, such as application deadlines and methods, entry standards, examination or assessment methods, financial guarantee requirements, handling of violations, and the admission schedule;
  • financial rules and policies, such as fee standards, payment methods, and refund policy;
  • campus life, such as dormitory or apartment conditions and how to apply for them, food, medical care, insurance, transport, sports and cultural activities, and student organisations;
  • contact details and complaint and reporting channels.
